RECENT ACTIVITY

Alison Hernandez told us that she is going to have a meeting with Mark Bolt and the Deputy Chief Constable who were there yesterday. She was very supportive of our campaign and we are waiting with baited breath for the outcome. She is going to discuss the petition (4061 we handed over), but it is also important for her to consider that since it was televised yesterday, more people are aware of what's happening and there has been a sharp increase in people signing and wanting to know more. It's already heading closer to 5000 now.

Stan Barlow
Stan Barlow Well done sorry I had to skip but we had a series of emergencies that had to be attended to and literally had to fly to these problems with Restaurants, Pubs etc needing assistance immediately. I really could have done with one of these this summer.

Well, where do I begin? There was lots of support, particularly from Alison Hernandez and the public. The long and the short of it, according to the police chiefs who made the initial decision, is that Mike is best qualified to take on the roll of custody sergeant out of the police that they have got. The police chiefs told us that there are vulnerable offenders in custody with mental illness that need Mike's support. So I'm sorry but all you law-abiding vulnerable people out there, some of you with mental illnesses too do not qualify for Mike's support or protection. He is needed by the offenders. Derek Thomas is going to bring it up in the house of commons next week and Alison is going to meet with the police chiefs who were there today for further discussion. I urge you to complete the online survey by following this link. Alison is genuinely in agreement with us and wants to hear what the people want so that she can form the 4 year plan

http://www.devonandcornwall-pcc.gov.uk/…/police-and-crime-…/

In the mean time, we are not giving up. Watch this space!!!

Sharon Ciliberto 4 to 5 years ago, Hayle and St Ives had 1 inspector, 5 sergeants on response, 2 neighbourhood sergeants, 1 detective sergeant, 20 response officers, 5 PCSOs, 4 detective constables, 3 special constables. NOW there is 1 sergeant, 2 neighbourhood beat managers, 2 PCSOs for Hayle, 1 PCSO for St Ives, 3 response officers on 5 week shift patterns. Bear in mind that neighbourhood beat managers are not allowed to work past 12 o'clock. PCSOs finish at 10. Neighbourhood officers are not allowed to work bank holidays. PCSOs are funded directly from government and not from the police budget. Our council tax for D&C police has not been reduced but community policing has been drastically reduced. The 1 sergeant will also be covering Penzance as well as St Ives and Hayle. I hope this explains things a little more clearly.

David W Raymer What did we expect from this meeting ? The senior officers in my oppinion have in many cases been totally out of touch with the reality of what is required in the Community . To say they have no other Sgt who is suitable for the role as custody Sgt seems a very weak argument to take an experienced officer off the street .
I don't see any amount of campaigning will change the minds of those already made up . They appear to have made their minds up and will not change because they will lose face . It will take a major event to show them the error of their decision .

Paul Hocking
Paul Hocking I have noted how Alison Hernandez, is trying to distance herself from the Sgt Friday issue by repeating that the day to day running responsibility is for the Chief Constable to decide.. Let me remind everyone of what the PCC is about. The role of the PCCs is to be the voice of the people and hold the police to account. They are responsible for the totality of policing.
PCCs have been elected by the public to hold Chief Constables and the force to account, effectively making the police answerable to the communities they serve.
I have asked again and again that if the PCC has no authority and has no influence even after the role outlined above is written into the responsibilities what is the remit? It appears to be solely political. Ms Alison Hernandez should either do something about our cause or state that she cannot, at least then we will understand the role better. The whole Police and Crime Plan Consultation is a complete side show. Can I suggest that either do your business or get off the potty!

Alison Hernandez
Alison Hernandez Hi Paul the point of organising the public meet was to help hold the police to account for their decision. I do have influence and hence I said I would be working with the police to respond to the petition hopefully next week. I do not have day to day control of policing though. The input into the police and crime plan is important as it's the main lever for influencing policing. A bit like the Local Plan in your area that affects planning decisions. I'm not on the potty though thanks and criticising people will not get you what you want in life. Don't let Sharon and the efforts of this group be let down by comments like this.

Paul Hocking I appreciate Alison Hernandez 's response above it is though strange in its phrasing The remit is clear that the PCC is not to HELP to hold the police to account but TO HOLD the police to account. We shall see if the PCC has influence in the fullness of time and as this cause plays out. As far as the consultation process is concerned it is not about planned changes but a tool to indicate the resistance to change, so I'm sure my cynicism will be forgiven. The final comment with respect to letting OUR group down I feel is a small injustice, after all who will hold the PCC to account if they don't hold the police to account if not us the community. I still feel that the PCC supports the process of our campaign but not the actual campaign and that ladies and gents is politics!

Petitions are well over 4000 now and we have had a surge tonight!

This was posted on the online petition by Bob Wheeler i worked with mike for a few years at truro and after 31 years service in the police I can honestly say he was the best policeman I ever worked with.these 2 areas need a community sgt and a proactive one at that which mike was/is.he helps kids with problems [ sorry challenges as bosses would speak] so much for community policing .if he can help an handful of youngsters surely this can help them in the future and stay off crime ., and the force as well.

I formally apologise to Alison Hernandez for misunderstanding her invitation to a meeting and her letter of response. At the time I thought she meant a personal meeting but it was a public meeting that she wanted to arrange. Even better. Trying to read things on the Scillies, in the brilliant sunshine, on a small iPhone screen with intermittent internet is not the easiest thing to manage. I can see that she is intending to get all parties together in an effort to move forward and we must thank her for that. Please accept my apologies Alison.

Alison Hernandez No need it's just the passion for policing bursting out of you. Let's see what we can do... It's all about influencing things...have a good break
Sharon Ciliberto

I write in response to your letter regarding planned changes to local policing arrangements in the St Ives and Hayle area and the redeployment of Sergeant Mike Friday. The strong level of support for Sergeant Friday is clear from the facebook and online petitions and the correspondence received by my office.
The decision to move Sergeant Friday is part of an operational policing decision to move from two sector Sergeants in Penzance sector to a single Sergeant. The Chief Constable and his senior command team are responsible for making decisions regarding the deployment of officers, not the Police and Crime Commissioner. I provide the funding and the strategic direction for the force. In general, the funding position has been protected for the next four years with some small reductions in the national government grant. I expect that my police and crime plan, which is currently out to consultation, will focus on the continued importance of local policing although there are always a range of new and emerging priorities that must also be balanced such as the online exploitation of children.
I do recognise the impact that changes like this can have on the public’s perception of policing and on how connected they feel to the police and I do understand that many people living in Hayle and St Ives are concerned about these changes. I am calling a public meeting in St Ives next Thursday to allow members of the public and local councillors to voice their concerns directly to me and to senior police officers within Devon and Cornwall Police.
That meeting will take place at 11:00 on 1st September 2016 and will be held in St. Ives at the Town Hall. The meeting will be in the Council Chamber.
I am fully committed to improving the links between the police and the community and this will be a core feature in my plan for the next four years. Visible local policing, including the work of the dedicated network of police officers and PCSOs working in neighbourhoods across the two counties is most definitely a part of that connection. I want to work with local communities over the coming months to make improvements locally recognising that what is right for one location may not work in another. I am currently consulting on my policing plan for the next four years – and people can get involved in that consultation through the OPCC website. http://www.devonandcornwall-pcc.gov.uk/…/police-and-crime-p… consultation/
I look forward to meeting with you on 1st September and working with you as we move forward.
Yours sincerely

Neighbourhood Policing in St Ives and Hayle

Police and Crime Commissioner Alison Hernandez will host a public meeting in St Ives next week at which she has invited senior police officers to explain planned changes to local policing arrangements in the St Ives and Hayle area, including the redeployment of Sergeant Mike Friday.

The meeting will be held at St Ives Town Hall at 11am on Thursday 1 September.

Ms Hernandez has called the meeting in response to public support for Sergeant Friday which has been evident from social media and correspondence received by her office.

“The decision to reassign Sergeant Friday is a purely operational move from two sector sergeants in Penzance sector to a single sergeant,” said Ms Hernandez.

“The chief constable and his senior command team are responsible for making decisions regarding the deployment of officers, not the Police and Crime Commissioner.

“However, I do recognise the impact that changes like this can have on the public’s perception of policing and on how connected they feel to the police and I do understand that many people living in Hayle and St Ives are concerned about these changes.

“So I am calling a public meeting in St Ives next Thursday to allow members of the public and local councillors to voice their concerns directly to me and to senior police officers within Devon and Cornwall Police and for those senior officers to explain the decision.”

In her role as Police and Crime Commissioner Ms Hernandez provides the funding and the strategic direction for the force but is not responsible for operational decision making.

“In general, the funding position has been protected for the next four years with some small reductions in the national government grant,” she said.

“I expect that my police and crime plan, which is currently out to consultation, will focus on the continued importance of local policing although there are always a range of new and emerging priorities that must also be balanced such as the online exploitation of children.

“I am fully committed to improving the links between the police and the community, this will be a core feature in my plan for the next four years and that is why I feel this meeting is important.

“Visible local policing, including the work of the dedicated network of police officers and PCSOs working in neighbourhoods across the two counties, is most definitely a part of that connection.

“I want to work with local communities over the coming months to make improvements locally – recognising that what is right for one location may not work in another.

“I am currently consulting on my policing plan for the next four years – and people can get involved in that consultation through the OPCC website.”

Alison Hernandez Thanks Sharon Ciliberto. I'm here to listen and understand. Besides the petition please formally comment on the Police and Crime Plan consultation by Sept. This document is a way of directing policing. http://www.devonandcornwall-pcc.gov.uk/.../police-and.../

devonandcornwall-pcc.gov.uk

Sharon Ciliberto
Sharon Ciliberto Thank you Alison, I did share the survey but I felt that the questions were slanted to an ' either' ' or' outcome and that if we want vulnerable people helped we would have to forgo our community police officers. Mike Friday does so much to prevent crime by his close working with the young and making young people feel valued. This isn't about Mike Friday but what he epitomises. What he does for the public face of the police force; the trust and co-operation he has fostered within the community; the relative safety that the elderly feel knowing that he is around. This is the type of policing that we want and need. Thank you for listening.
Alison Hernandez
Alison Hernandez Sharon Ciliberto i think you describe the example of policing at the heart of our communities which is what I aim to achieve. Let's work together to make it happen.

There are plenty of extra text boxes in the survey to put in wider thoughts. Just want to make sure it's formally captured. :-)

Sharon Ciliberto
Sharon Ciliberto That's good to hear that we want the same things Alison and would love to work with you in keeping our police where we know they are needed. We know that if Mike is removed the crime figures will appear to fall because they will not be reported or registered.
Alison Hernandez
Alison Hernandez Shall we set up a meeting to see how we can help shape things going forward? If you email me on alison.hernandez@devonandcornwall.pnn.police.uk and we'll sort something :-)
Sharon Ciliberto
Sharon Ciliberto That'll be great!
Jean Howes
Jean Howes We could so do with 'a sergeant Friday ' in Penzance please don't lose this precious man
Sharon Ciliberto
Sharon Ciliberto All communities need one Jean, I totally agree! x

The visit of the police and crime commissioner is scheduled for 1st September at Penzance Tesco between 11 and 2. If you can't make it, follow the link to leave your comments. THIS IS VERY IMPORTANT TO THE WHOLE OF THIS CAMPAIGN SO MAKE YOURSELF HEARD!! http://www.devonandcornwall-pcc.gov.uk/…/consultation-even…/ Leave your comments on their Facebook page.

Young people are the future. They need positive and supportive guidance from a police "presence". This is what Mike does. Do you want hayle to end up lke Penzance?

It is ridiculous for Hayle and the St Ives area not to be fully patrolled by a police officer, especially during the summer months when thousands of tourists arrive. If any trouble occurs then people will have to wait for a team from Camborne, which would take at least 20 minutes to arrive, in the meantime said trouble could have escalated immensely. The truth is these areas actually need more of a police force presence not less.

Prior to my retirement from the Police I worked as Mikes Inspector. He is the hardest working police officer I have known and is totally dedicated to the community he serves. His knowledge of the area is also second to none and it would be a complete waste of a top officer to remove him from his post.

Please see our post from Paradise Park today.

I called 101 and got told to report it to "Action Fraud" after waiting on the phone I gave up and then found out that they would only log the fact! Useless!

So I called Mike's mobile, no answer, Boo! But just ten minutes ago he called me and I told him the story. He is not working this weekend but will arrange for an officer to come and see us about this on Sunday or Monday. Thanks Mike!!

We had a theft today using a 'distraction scam'. Shops and cafes in Hayle and nearby please be aware. We are seeking the names of these two men, if you know them phone the police.

Sharon Ciliberto This story speaks volumes!!!

Maria Ellis, Beverley Nielson would you mind collecting up and counting the paper petitions now. I can get them photocopied so that we can send them off to the home office, commissioner etc. We have over 1700 online and people are still signing but I think we can send what we have got so far and still keep collecting, if you know what I mean. I think we all need to be thinking of phase 2 now and the protest on 1st September. Still waiting for venue of Alison Hernandez visit to West Cornwall. We need as many members as possible from this group and beyond to take part in this peaceful protest. Thank you to all who have said yes to taking part or private messaged me but we still need lots more.

Beverley Nielson Cheers! I like it too! What's even better is the amount of people driving past that beep in support !

Quote from Linda Taylor Mayor of St Ives:
Linda Taylor: Derek Thomas MP and myself have a meeting with the PCC, , at the last full council meeting I tabled a motion to write to the Chief Constable and the PCC, expressing our real concerns and asking for a full explanation, folliwed by a request to reverse the decision, this was supported unanimously by council, we are awaiting the response.

RESULT!! George Eustice is supporting our campaign and is going to challenge the decision. He signed one of Maria Ellis' petitions in front of us when we attended a meeting with him this afternoon. So that is Derek Thomas MP for St Ives and George Eustice MP for Hayle who both think that the decision is wrong to remove our community police. George Eustice said that he met Sergeant Friday, a few weeks ago before the news broke, at Hayle Tri-station and was impressed by him. He feels that this is the type of policing needed in the community. It is worth mentioning that Andrew George has also signed the petition.
