Application No PA14/12215
Thank you for your letter of 15 January 2015 notifying English Heritage of the above
application.I was able to make a site visit as part of our visit to Hayle earlier this week,
where I discussed the proposals with local stakeholders.

Summary
The application seeks permission for variation of a previous consent which allowed for
three retail units in a new building on this site, and associated car parking. There are
modifications proposed to the elevations of the previously-approved building, on which
we do not wish to comment. However, the previous proposal allowed for the erection
and display of a historic beam engine on land associated with the development. This
element of the proposal has now been omitted, and the opportunity to visually and
physically engage the South Quay area with the historic Foundry Town may be lost.
For this reason, I regret that we are unable to support the proposal.

English Heritage Advice
English Heritage supported the previous proposal for re-erection of the beam engine,
in an appropriate location which was formerly the foundry yard. If it is no longer
possible to utilise this location, we believe full details of an alternative should be
provided in advance of granting consent for the space formerly allocated to be used as
car parking.

This area of Hayle is undergoing much change at present, and a new supermarket has
recently opened on South Quay, opposite this site. The South Quay was previously
inaccessible to the public, and the site which is the subject of this application
effectively forms the link between the supermarket and the historic foundry town. It is
therefore important that development on this site makes every opportunity to establish
positive linkages between the new and old faces of the town.

A criticism which could be levelled at the area around Foundry Square and the viaduct
is the over-dominance of vehicular traffic. There is a clear need to improve the
pedestrian experience of the area, and we felt that the erection of the historic beam
engine within a small piece of public realm was a step towards achieving this. We
regret, therefore, that this application proposes to replace the public realm with further
car parking. In our view, this will exacerbate the visual and physical disconnect
between the town and South Quay.

I understand from discussions this week that the potential site occupiers have offered
a financial contribution to the trust responsible for the beam engine to secure its reerection
on another site. This could, of course, be a benefit, but no details of this are
supplied within this application. An application for the new, alternative site should have
been submitted in advance of this application if that is the intended direction of travel.
However, even if another location were to be found, our concerns about a visual and
physical disconnect between South Quay and the Foundry Town may remain.

Recommendation
We would be interested in meeting with you and local stakeholders, to discuss whether
erecting the beam engine in the location proposed is now an impossibility, and if it is
what steps could be taken to improve visual and physical linkages between South
Quay and the Foundry Town. At present we feel that these proposals are a watering
down of positive parts of the original masterplan for the South Quay area, and we are
not able to support the proposal.

We would welcome the opportunity of advising further. Please consult us again if any
additional information or amendments are submitted. If, notwithstanding our advice,
you propose to approve the scheme in its present form, please advise us of the date of
the committee and send us a copy of your report at the earliest opportunity.

We have no objection to this application for a variation of conditions. The site is within flood zone 1, the area at lowest risk of flooding and the application to amend the proposal from three retail units to one will result in no increase in flood risk.
