Cornwall Council to push forward Hayle housing and A30 junction improvements

Cornwall Council will ensure that new homes for local people in Hayle and improvements to a major A30 junction become a reality.

The Council’s Cabinet today (November 4) approved a proposal to take on the role of ‘promoter’ for parts of the Hayle Growth Area, to ensure that a high-quality scheme is secured for the town to support the delivery of new affordable homes, jobs and infrastructure.

As promoter, the Council will make sure the project delivers what the area needs by preparing a detailed masterplan and subsequent planning application, in consultation with local councillors, the Town Council, residents and other stakeholders.

The Council will seek an agreement to do this on behalf of landowners with the intention that they would sell the land on behalf of the landowners and make sure that good quality development takes place through contractual controls with developers and builders.

The Cornwall Local Plan, which was put in place following extensive community consultation, identified Hayle as needing at least 1,600 homes between 2010 and 2030 to meet the needs of the communities in West Cornwall.

Hayle Growth Area is a housing-focused mixed-use urban extension on the town’s southern edge and has been identified as one of the main sites that will enable the delivery of the Local Plan.

Cabinet also agreed to proceed with securing the land required to bring about major improvements to the Loggans Moor A30 junction.

The Council was awarded a £12.9m funding boost for the junction scheme from Homes England in September following a successful bid to the government’s Housing Infrastructure Fund.

Cornwall Council’s Portfolio Holder for Planning, Tim Dwelly, said: “Delivery of the Hayle Growth Area and Loggans Moor junction improvements will provide significant economic growth for the area’s residents, bringing much-needed new homes, jobs and infrastructure improvements.

“The Hayle Growth Area will deliver a new commercial hub for the town, which could generate 300 to 400 full-time equivalent jobs on site.”

Cornwall Council’s Portfolio Holder for Transport, Geoff Brown, said: “Delivery of the junction improvements will provide infrastructure for Hayle’s growth, as well as address a well-known bottleneck on this section of the A30.”

Cornwall Council’s Portfolio Holder for Homes, Andrew Mitchell, said: “It is right that the Council intervenes at this point to make sure that these schemes are realised, because they are crucial to the long-term prosperity of both the residents of Hayle and the wider area.

“The new homes are estimated to generate up to 400 net additional full-time equivalent jobs within the local economy, so this is a significant step in making that a reality.”
